Multiple residents testified opposition citing narrow residential road (20-foot asphalt on 40-foot right-of-way), existing flooding issues, inadequate drainage, safety concerns for children, and impacts from heavy truck traffic on one-lane-in/one-lane-out access.

Approval of waiver for lot line adjustment between lots 25A and 26 for ICG Investing LLC and Blake Lorio. Lot line shift corrects setback for existing structure; one resulting lot will be slightly below minimum width. Planning Commission approved with waiver; adjustment improves safety situation.

Resolution to change the polling place for all elections held in precinct 2-3 from Emerson Park Elementary School (222 Birch Street, Luling) to Bible Center Church (422 Barton Avenue, Luling), reversing an emergency relocation made after Hurricane Ida.

Approval of final change order for the Sunset Screen Cleaner project (PO80905-11C) to decrease the contract amount by $192,662.65 and decrease contract time by 129 days. The project includes debris collection for pumps, an access bridge to the levee system, and canal widening to increase the sump area.

Approval of professional services agreement with Huseman & Associates, LLC to perform engineering services for the St. Charles Parish Courthouse Electrical Replacement Project (GBCHEU26) to replace approximately 16 original electrical panels in the courthouse, in the not-to-exceed amount of $79,855.

Approval of cooperative endeavor agreement with St. Charles Firemen's Association, Inc. to provide opioid litigation settlement funding (not to exceed $200,000) for purchase of Lifeline ARM chest compression systems and LifePak 1000 graphical display AEDs with accessories for nine volunteer fire departments. Amendment to St. Charles Parish Code of Ordinances Chapter 8 (Elections) to revise legal descriptions of council districts one and seven. This realigns portions of Pit Road, Alexander Street, and Butia States Drive (south of Tinney Street) into a single council district to correct an error made during 2023 redistricting.

Approval of final change order for the Louisiana LA 18 Cast Iron Water Main Replacement Phase 3 Project (WWKS 113) to decrease the contract amount by $85,019.76 due to adjustments in estimates and quantities.
