Meeting Summary

The St. Charles Parish Council held its regular meeting on May 5, 2025, opening with a proclamation honoring St. Tammany Parish Sheriff's Sergeant Grant Candies, a St. Charles Parish native killed in the line of duty. The council approved a rezoning request to allow a mobile home on a Hahnville lot after hearing testimony both for and against expanding trailer zoning in older neighborhoods, and it approved major capital projects including a new East Bank gymnasium, Ama Park renovations, and a Chevron land donation for the Sunset Pump Station. The most contentious item was the approved sale of the former Fairfield Pool property in St. Rose, which residents and Councilwoman O'Daniels flagged will also result in the loss of a neighborhood playground.

Watch Items

• The council deferred the appointment to the St. Charles Parish Planning & Zoning Commission's District III seat (previously held by Mr. Webb Jay); this will come back at a future meeting.
• Councilwoman O'Daniels raised concerns that selling the Fairfield Pool property in St. Rose will also eliminate the neighborhood's playground/pocket park, since the play equipment sits on the same parcel being auctioned. Parish staff discussed possibly funding a playground upgrade at the IMTT site as an alternative, but Councilwoman O'Daniels noted that location is not a safe or practical walking distance for Fairfield's children. Residents near Fairfield should watch for how this is resolved.
• Parish engineering staff indicated a third and final phase of the Barber Road Bank Stabilization project remains after the currently funded phase, but it has not yet been scheduled or budgeted.
• The council authorized publication of ordinances for a public hearing on Monday, May 19, 2025, at 6:00 p.m. in the Council Chambers, Courthouse, Hahnville. The following items will be considered for final passage at that hearing:

- An ordinance approving and authorizing the execution of Change Order No. 2 (Final) for St. Charles Parish West Bank Library Hurricane Ida Repairs, (Project No. LR211105), to decrease the contract amount by $2,500.00. - An ordinance approving and authorizing the execution of a Professional Services Agreement with Waggoner Engineering, Inc., to perform engineering services for the Westbank Lift Station Rehab (Project No. S250401), in the amount not to exceed $236,530.00. - An ordinance approving and authorizing the execution of a Contract with Barriere Construction Co., L.L.C. for the LA 18 Cast Iron Water Main Replacement, Phase III (Project No. WWKS 113), in the amount of $779,876.10. - An ordinance approving and authorizing the execution of a Professional Services Agreement with McKim & Creed, Inc., to perform engineering services for the Oak Street Pump Station Improvements (Project No. P241104), in the lump sum amount of $89,500.00. - An ordinance approving and authorizing the execution of Amendment No. 1 to Ordinance No. 23-7-6, which approved the Professional Services Agreement with Shread-Kuyrkendall & Associates, Inc. for the engineering services for the Engineers and Good Hope Canals Pipeline Location Investigation (Project No. P230402), in the lump sum amount of $110,305.00.
