Bills That Matter

Federal bills our delegation took a floor vote on, explained in plain English.

• HR 22 SAVE Act

  This law requires people to show documentary proof of U.S. citizenship, such as a passport or birth certificate, when they register to vote in federal elections. It also sets new rules for how states verify a voter's citizenship status on existing voter rolls.

• HR 8281 SAVE Act

  This law requires people to show documentary proof of U.S. citizenship, such as a passport or birth certificate, when registering to vote in federal elections. It also directs states to review voter rolls and remove noncitizens.

• HR 1949 Unlocking our Domestic LNG Potential Act of 2025

  This law changed how the federal government reviews and approves applications to export liquefied natural gas (LNG) to other countries. It set new rules or timelines for the Department of Energy's decisions on these export permits.

• HR 82 Social Security Fairness Act of 2023

  This law repealed two rules called the Windfall Elimination Provision and the Government Pension Offset. Those rules used to reduce Social Security benefits for people who also received a pension from a job, like government or teaching jobs, that did not pay into Social Security. Removing them allows those retirees to receive their full Social Security benefit along with their pension.

• HJRES 136 Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Environmental Protection Agency relating to "Multi-Pollutant Emissions Standards for Model Years 2027 and Later Light-Duty and Medium-Duty Vehicles".

  This law cancels an Environmental Protection Agency rule that set multi-pollutant emissions standards for new light-duty and medium-duty vehicles starting with model year 2027. It uses a process called the Congressional Review Act, which lets Congress undo certain federal agency rules. Once passed, the EPA rule no longer applies and the agency cannot issue a similar rule without new legislation.

• HR 9494 Continuing Appropriations and Other Matters Act, 2025

  This law extended federal government funding for a set period so that federal agencies could keep operating without a shutdown. It kept spending at existing levels rather than setting new annual budgets, and it included other unrelated provisions attached to the funding measure.

• HJRES 165 Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Education relating to "Nondiscrimination on the Basis of Sex in Education Programs or Activities Receiving Federal Financial Assistance".

  This law canceled a rule from the U.S. Department of Education about nondiscrimination on the basis of sex in schools and colleges that receive federal money. Because Congress voted to disapprove it under a law called the Congressional Review Act, that Department of Education rule cannot take effect.

• SJRES 58 A joint resolution providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Energy relating to "Energy Conservation Program: Energy Conservation Standards for Consumer Furnaces".

  This law canceled a Department of Energy rule that would have set new energy efficiency standards for residential consumer furnaces. Congress used a legal process called the Congressional Review Act, which lets lawmakers void certain federal agency rules. Because of this law, the furnace efficiency rule does not take effect.

• HR 7511 Laken Riley Act

  This law requires federal immigration authorities to detain undocumented immigrants who are charged with certain crimes, such as theft or shoplifting, even before conviction. It also allows state attorneys general to sue the federal government over certain immigration enforcement decisions.

• HR 7176 Unlocking our Domestic LNG Potential Act of 2024

  This law changes how the U.S. Department of Energy handles applications to export liquefied natural gas (LNG) to other countries. It sets a timeline for the agency to act on these export applications.

• HJRES 44 Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Bureau of Alcohol, Tobacco, Firearms, and Explosives relating to "Factoring Criteria for Firearms with Attached 'Stabilizing Braces'".

  This law cancels an ATF rule that had classified firearms fitted with stabilizing braces as short-barreled rifles, which would have required owners to register them under federal law. Because Congress used its power to disapprove the rule, the rule no longer applies.

• HR 277 Regulations from the Executive in Need of Scrutiny Act of 2023

  This law requires new major federal regulations, generally those with large economic effects, to get approval from both houses of Congress before they can take effect. Federal agencies would no longer be able to put these major rules into force on their own.
