Two Pipeline and Drilling Permits Open for Comment Before Coastal Panel

The St. Charles Parish Coastal Zone Advisory Committee will take public comment on two permit applications when it meets Sept. 8. Troy Engineering Services, LLC has applied to drill six 3-inch diameter soil borings and two CPTs, or cone penetration tests used to study soil strength, to a depth of up to 250 feet. That application has been marked EXEMPT, meaning parish staff have determined it does not require a full coastal use permit review. Bridgeline Holdings, LP has applied to install temporary supports beneath an existing 16-inch natural gas pipeline to shorten an unsupported section of pipe while the company designs and permits a permanent fix. Staff have marked that application NDSI, meaning no determination of significant impact has been made yet. No local concern items were listed for this cycle.

The committee will also hear a shoreline update from Royal Engineering on the Salvador area, part of ongoing coastal erosion work in the parish.

Committee members are scheduled to review goals and objectives for the parish's Ecological Management Units, known as EMUs, and to take up a proposed expansion of EMUs 15, 16 and 17. A resolution updating EMU-related items is also on the agenda.

Separately, the committee will be briefed on two permit applications that received determinations last month. Entergy Louisiana LLC's request to remove five wooden power poles and install seven new ones along CC Road was marked EXEMPT. St. Charles Parish Public Works' request for general maintenance of perimeter canals leading to a pump station in the Willowdale Subdivision received a Coastal Use Permit. Both of those decisions have already been made and are being presented for the record.

Staff will also update the committee on the second solicitation period for the state's CPRA Master Plan 29.

Among the announcements planned for the meeting are a CWPPRA Technical Committee meeting on Sept. 10, a household hazardous materials collection on Sept. 12, and a cleanup event at the Bonnet Carre Spillway and Wetland Watcher Park on Sept. 26. Other routine announcements are also on the agenda.

The meeting is open to the public and residents may speak during public comment. It is scheduled for noon on Sept. 8 in the Council Chambers at the Courthouse.
